SEM - You are guaranteed that your site will appear based on your keywords and budget.
SEO - You do everything you can and then it is up to the search engines when and where your site will appear.

SEM - Your cost is money, you set your daily budget.
SEO - Your cost is your time and effort.



SEM - For short term use and results
SEO - For long term use and results.



A good search engine marketing-strategy would include both SEM and SEO, by using SEM to boost your sites traffic while implementing your SEO strategies. Once your SEO efforts start driving traffic you can then use the money from your SEM budget to pursue other marketing strategies to get even more traffic.
